Planning a Group Photo in a Denver Park? Did You Know 5 People or More Requires a Permit?

Surprise! Taking Photos in Denver Parks May Require a Permit—Even for Small Groups

Planning a photo shoot in a Denver park? You might need a permit—and it could be required even if your group is as small as five people. According to a little-known city regulation, anyone taking photos in public parks with a combined group of five or more (including crew and subjects) must apply for a photography permit through the city.

Mayor Mike Johnston brought up the rule during a recent City Council meeting, calling it an outdated regulation that the city could potentially eliminate to save money on staffing and administrative costs. But until it’s changed, the permit requirement still stands.

Beyond the group size, permits are also required if:

  • You’re using anything more than a handheld camera.

  • Your shoot will disrupt pedestrian or vehicle traffic.

  • Public parking will be used or affected.

  • Generators or pyrotechnics are involved.

  • You’re filming chase scenes, violence, or crime.

  • You want exclusive use of a public area.

The city’s website urges all photographers and filmmakers to review Denver’s film and park rules before any shoot. Permits must be requested at least five business days in advance—or 14 days for large productions or drone usage. While the application is free, filming is only allowed between 6 a.m. and 10 p.m., and any disruptions to local businesses or residents must be communicated ahead of time.
