Thornton Police Launch ‘Blue Envelope’ Program to Aid Communication with Drivers

The Thornton Police Department has introduced a new Blue Envelope Program designed to improve communication between officers and residents—particularly those with autism, developmental disabilities, or other communication challenges.

Residents can pick up a free blue envelope to store essential driving documents such as a driver’s license, registration, and proof of insurance. The outside of each envelope contains space for important medical and communication details, emergency contact information, and guidance on how to interact with law enforcement during traffic stops.

Instructions printed on the envelopes remind drivers to keep hands visible, inform the officer they have a blue envelope, and avoid reaching for items without permission. According to the department, the envelope serves as a signal to first responders that additional time, patience, or accommodations may be needed.

The initiative, launched this summer in partnership with Thornton Fire and the Adams County Sheriff’s Office, cost approximately $300 to produce. No personal information from the envelopes is stored by the department.

Thornton Police spokesperson Kimberly Twinem said the program is not in response to a specific incident, but rather part of ongoing efforts to build positive, respectful, and safe interactions between the community and first responders. In 2024, Thornton police conducted nearly 34,000 traffic stops, with more than 22,000 recorded so far in 2025.
